People with special needs/disabilities are more likely to be bullied, for younger kids no not understand why they act in that way or what might be wrong with them.
Parents make sure that you educate your kids about people with disabilities so that they can understand what it is all about. It can prevent any further damage to the disabled child or person if your children understand situations.

If your child is being bullied please make sure that you approach the correct authorities at school in writing.
Know your rights about education for disabled people.
